Minutes of a Meeting of the Planning Committee
held in the Epworth Hall at 6.30pm on Monday 05 August 2019

99. Apologies
99.1. Councillor Webb had sent his apologies.
100. Minutes of the Meeting held on 15 July 2019
100.1. The minutes of the meeting held on 15 July 2019 had been circulated with the agenda.
100.2. Proposed Cllr Curtis, Seconded Cllr Wales, RESOLVED unanimously that the minutes of the meeting held on 15 July 2019 be accepted as a true record.
101. Matters Arising
101.1. TVBC had completed a provisional review of the draft KSPC Tree Policy and Tree Warden Guidelines and some adjustments had been made.
101.2. An explanation for the delay in making a decision had been received from TVBC on application 19/00833/FULLS – New Lease Farm Winchester Road – Retention of mobile home with ancillary car parking for use by an agricultural worker. A new Material Planning Consideration was being considered; “nutrient neutrality”. Further advice will be sent out to all Parish Councils on this subject once the wider implications have been identified.
101.3. TVBC had been sent a copy of minute no. 95.6 from the prior meeting and had been concerned. In future any missing back up information on the website should be reported on a case by case basis.
101.4. Outdoor Advertisement Regulations had been received from TVBC and these had been distributed to councillors on the planning committee.
102. Declarations of Interests and Requests for Dispensations
102.1. None declared.
103. Consideration of Planning Applications
103.1. After discussion responses to the following applications were Resolved:
103.2. 19/01746/TREES – T1 Cherry – reduce over extended lateral branches by a maximum of 2m – Parsonage Farmhouse Romsey Road – NO OBJECTION
103.3. 19/01779/FULLS – Erection of 4 no. detached houses (3 x 4 bedroom and 1 x 3 bedroom) together with new access, parking, garages, landscaping and associated works | Land East Of Muss Lane – OBJECTION
103.3.1. Two members of the public spoke to report their concerns. Whilst they were happier with the improved design of the houses it was noted that house H4 did not have a hipped roof and would therefore not fit in sympathetically with surrounding properties.
103.3.2. Trees that were to be planted at the end of the gardens were not considered to be appropriate in type/species given that those suggested would grow to 120feet high with a spread of 20metres. They were also not evergreen as stated.
103.3.3. It was noted that the application stated that Muss Lane is a two-way road. This was accepted to be incorrect by all present and it was questioned where materials and vehicles would be left during the building works. There would be no space along Muss Lane for any type of parking and further congestion would limit access for emergency vehicles to existing properties.
103.3.4. Comments were made on the lack of provision for visitor parking which would also contribute to the congestion and access problems.
103.3.5. Councillors agreed with the points raised and considered that 3 properties would have been a better design rather than 4 on the space allocated. All resolved to object to the application on grounds of OVERDEVELOPMENT, CHARACTER OF AREA, TREES, PARKING AND SAFETY and DESIGN.
103.4. There were no further applications received from TVBC since publication of the agenda.
104. Report on Recent Planning Application decisions by TVBC
104.1. 19/01387/FULLS – Two storey side extension – 42 Scott Close – PERMISSION
104.2. 19/01488/FULLS – Single storey front extension to form lobby/porch – 40 Eldon Road – PERMISSION
104.3. 19/01594/TREES – Removal of 11 Conifers – Chilworth House 5 Camp Field – NO OBJECTION
105. Clerk’s and Councillors’ Report
105.1. Cllr Owen confirmed that he was happy to act as the Tree Warden in accordance with the Tree Policy that was to be proposed to Full Council. It was noted that this would be a very onerous task for one person and the current Tree Warden would be asked if he would still be happy to assist. Action: Clerk.
